As Tails in Open maps

Strategy #1: Engineer Tails

You can fly, so use it! Flying off to the side to get a better view of the other base and its players is generally a good idea in a open area, and can be used as a perfect chance to nail someone on the other team with a Rail Ring.

Defending against sonic

Sonic doesn't have much aerial power, so taking to the sky is a good idea of you see a Sonic player thoking to your base. Rail Rings and Bomb Rings will slow down Sonic players quite a bit, and placing a few Grenade Rings in a cramped or small path to the base will stop them for a moment or two so you have a chance to get back to the flag.
